He appeared pleased by the shooting death of a Little Rock Army recruiter in June and reportedly was <a href="http://www.telegraph.co.uk/news/worldnews/northamerica/usa/6511591/Fort-Hood-shooting-Nidal-Malik-Hasan-said-Muslims-should-rise-up.html" target="_blank">heard saying</a> &#8220;maybe people should strap bombs on themselves and go to Times Square.&#8221;</p>

			<content:encoded><![CDATA[<p><span class="body">An aide to ousted Honduran President Manuel Zelaya says a deal designed to end the country&#8217;s political crisis has failed, after interim leader Roberto Micheletti announced the formation of a new cabinet. </span></p>
<p><span class="body"><span class="body">Mr. Micheletti said late Thursday he is installing a national unity government without the participation of  Mr. Zelaya, who has declined to name any cabinet members.</p>
<p>The two signed an agreement last week to resolve the four-month political standoff.  A new government was set to begin Thursday.</p>
<p>Mr. Zelaya warned Thursday the accord was at risk of collapsing unless Congress held a vote to restore him to power immediately to serve out his term that ends in January.  Honduras elects a new president on November 29.</p>
<p>Congress must vote on Mr. Zelaya&#8217;s restitution and has not yet done so.  The recently signed pact does not stipulate a deadline for the Congressional vote.</p>
<p>The U.S., a major broker in the mediation efforts, said this week the next step in the political crisis is up to Honduras.</p>
<p>Governments have threatened not to recognize the presidential elections if Mr. Zelaya is not first returned to power.</p>
<p>Mr. Zelaya was ousted in a military-backed coup in June, but returned to Honduras in September, where he has taken refuge in the Brazilian embassy in Tegucigalpa. </span></span></p>

</span><span class="article_14">Regional political analysts say relations between Bangkok and Phnom Penh are the worst they have been in several years. </span></span></p>
<p><span class="body"><span class="article_14"><span class="body"><span class="article_14">On Friday, Cambodia withdrew its ambassador to Thailand, in retaliation for Bangkok&#8217;s withdrawal of its ambassador the day before. Thailand&#8217;s action came after the Cambodian government of Prime Minister Hun Sen appointed fugitive Thai Prime Minister Thaksin Shinawatra as an economic advisor. </span><span class="article_14"><br />

</span><span class="article_14">The Thai Ministry of Foreign Affairs calls the appointment interference in its domestic affairs and a failure to respect its judicial system. </span><span class="article_14"><br />
</span><span class="article_14"><br />
</span><span class="article_14">Thani Thonthongpakdi is a Foreign Ministry spokesman. He says Thai-Cambodia relations have been tested for over a year, and tensions are rising. </span><span class="article_14"><br />

</span><span class="article_14">&#8220;We believe that we had to send a strong signal to Cambodia regarding their recent action. I think that the extant to which our bilateral relations will be affected, we will have to see what the reaction on the Cambodian side is,&#8221; he said. </span></span></span></span></p>
<p><span class="body"><span class="article_14"><span class="body"></span><span class="body"><span class="article_14">Thailand says it is now reviewing all its existing agreements and cooperation projects with Cambodia. </span><span class="article_14"><br />

</span><span class="article_14">Thani says the government will most likely postpone or reduce projects if Mr. Thaksin&#8217;s appointment goes ahead. </span><span class="article_14"><br />

</span><span class="article_14">Koy Kuong, a spokesman for Cambodia&#8217;s Foreign Ministry, says despite Thailand&#8217;s objections, the government will go ahead with Mr. Thaksin&#8217;s appointment. He says the Thai government is interfering in Cambodia&#8217;s internal affairs by objecting to the appointment.<br />

</span><span class="article_14">&#8220;The government of Cambodia has no intention to worsen the relationship between the two countries because of the appointment of Thaksin as an economic advisor to the government. </span><span class="article_14">Koy Kuong says Cambodia views the charges against the former prime minister as politically motivated. </span><span class="article_14"><br />

</span><span class="article_14">The former leader is still popular in Thailand&#8217;s countryside and among the poor because of his social welfare projects. </span><span class="article_14"><br />

She says Cambodia&#8217;s appointment of Thaksin Shinawatra is pay-back against the Thailand&#8217;s Prime Minister Abhisit Vejjajiva for disputing the listing of a temple along the border as a world heritage site. The temple is in Cambodia, but Thailand controls land around it. </span><span class="article_14"><br />

			<content:encoded><![CDATA[<p><span class="body">Zimbabwe&#8217;s Prime Minister Morgan Tsvangirai says his party has ended its partial boycott of the power sharing government and has given President Robert Mugabe one month to resolve outstanding disputes in the coalition.</p>
<p>Zimbabwean Prime Minister Morgan Tsvangirai made the announcement at the end of a summit of the politics and security organ of the Southern African Development Community.</p>
<p>The members of the group, the heads-of-state of Mozambique, Zambia and Swaziland, concluded the summit in Mozambique by urging the parties in Zimbabwe&#8217;s unity government to reconcile their differences under the mediation of South African President Jacob Zuma.</p>
<p>Mr. Tsvangirai said he accepted the SADC resolution.</p>
<p>&#8220;We have suspended our disengagement in the government to give SADC and the facilitator, who is comrade Zuma, that within the next 15 days the party representatives will meet to look at all the issues and how they should be implemented - and it&#8217;s all issues - and that within 30 days all issues must be cleared [so] that we don&#8217;t have to deal with this dispute once and for all. We are satisfied,&#8221; he said.</p>
<p>Mr. Mugabe also attended the summit but made no public comment.</p>
<p>Mr. Tsvangirai announced three weeks ago that his Movement for Democratic Change would boycott cabinet meetings and dealings with ministers of President Robert Mugabe&#8217;s ZANU-PF party.</p>
<p>He accused ZANU-PF of failing to fully implement a power sharing agreement signed more than one year ago.</p>
<p>He also accused the ZANU-PF of trying to undermine the unity government and of re-launching a campaign of arrests and intimidation of his supporters.</p>
<p>Mr. Mugabe accused the MDC of failing to obtain an end to economic sanctions, which he said are hurting the Zimbabwean economy. He threatened to replace the boycotting ministers with his own supporters.</p>
<p>The SADC leaders issued a statement following the summit urging the Zimbabwean leaders to engage in a dialogue in order to implement the spirit and the letter of the power sharing agreement.</p>
<p>The statement also urged them to prevent any further deterioration of the situation.</p>
<p>The power sharing accord led to the formation in February of the unity government with Mr. Tsvangirai, a former opposition-leader, as prime minister.</p>
<p>The new government stabilized the economy by replacing the inflation-battered Zimbabwean dollar with the US dollar and South African rand.</p>
<p>Political violence also subsided in the following months. But human rights groups say there has been a resurgence of attacks and arrests in recent weeks as the political confrontation intensified between the coalition partners.</span></p>

			<content:encoded><![CDATA[<p><span class="body">Pakistani officials have announced the arrests of three Iranians in connection with a suicide attack last month in southeastern Iran that killed 42 people.</p>
<p>Security officials say the suspects were arrested Thursday in Pakistan&#8217;s Balochistan province on the Iranian border.</p>
<p>A Sunni rebel group that operates in Pakistan, Jundollah (God&#8217;s Soldiers), has claimed responsibility for the attack in Iran&#8217;s Sistan-Baluchistan province.</p>
<p>Iranian officials have accused Pakistan of supporting the rebel group, raising tensions between the two neighbors. But Pakistan condemned last month&#8217;s bombing, denied any involvement and vowed to help Iran track down those responsible.</p>
<p>Fifteen members of Iran&#8217;s elite Revolutionary Guard were among those killed in the attack, including several top commanders.</p>
<p>After the bombing, Iran&#8217;s Revolutionary Guards chief, General Mohammad Ali Jafari, vowed to &#8220;retaliate&#8221; against U.S. and British intelligence agencies that he said helped the bombers.</p>
<p>The U.S. and British governments condemned the attack and have denied any involvement.</p>
<p>Iranian President Mahmoud Ahmadinejad said although Iran and Pakistan have a &#8220;brotherly relationship,&#8221; the presence of what he called &#8220;terrorist elements&#8221; in Pakistan is unjustifiable.</p>
<p>The bomber in the attack blew himself up at a sports complex in the Iranian town of Pisheen where the Revolutionary Guards were preparing to meet Shi&#8217;ite and Sunni tribal leaders.</p>
<p>Among those killed were tribal leaders, the Revolutionary Guards&#8217; deputy commander General, Noor Ali Shooshtari, and the Guards&#8217; top commander in Sistan-Baluchestan Rajab, Ali Mohammad-Zadeh.</span></p>

<p>During the time MAWs operated in support of OIF, their blood and sweat brought Iraq steadily closer to the stability it radiates today through hundreds of thousands of missions.</p>
<p> </p>
<p>In total, [MAWs in support of OIF] have flown almost 300,000 sorties, for a total of almost 450,000 flight hours, said Brig. Gen. Robert S. Walsh, the commanding general of 2nd MAW (Fwd). Our aircraft and crews have decreased the [improvised explosive device] threat to our Marines and soldiers by keeping [personnel] off the roads, safely transporting 800,000 passengers and over 100 million pounds of cargo.</p>
<p> </p>
<p>Although the list of responsibilities may shorten as MAG-26 (Rein) takes over, mission-essential aerial operations will still proceed according to the needs of Multi National Force - West</p>
<p> </p>
<p>Even though this is the end of wing-level operations, there is still flying to be done, said Maj. Gen. R.T. Tryon, the commanding general of MNF-W. My congrats go out to the MAW leadership, for this has been one of the safest deployments since the opening of OIF.</p>
<p> </p>
<p>Among the factors credited for allowing this down-sizing to occur were significant developments in security and stability throughout the Anbar province and the ever-growing independence of Iraqi Security Forces.</p>
<p> </p>
<p>Col. James S. O&#8217;Meara, the commanding officer of MAG-26 (Rein), said the goal of the incoming unit will be to continue providing expeditious, efficient and effective maneuver options and combat support for continued operations throughout the region.</p>
<p> </p>
<p>As the 2nd MAW (Fwd) Marines board planes and leave Iraq behind, they do so knowing they have made a lasting contribution to this budding democracy that will not soon be forgotten.</p>

			<content:encoded><![CDATA[<p>An Afghan-international security force detained a group of suspected militants in Kandahar Province, including a senior Taliban facilitator, Thursday.</p>
<p>The senior Taliban facilitator detained is believed to be responsible for financing and placing suicide bombers and IEDs in the area. This facilitator is also linked to Taliban leadership outside of the country.</p>
<p>The joint security force targeted a compound near the village of Spin Kalacheh, southwest of Kandahar City, after intelligence indicated militant activity. The joint force searched the compound without incident and detained five suspected militants, one of which surrendered and identified himself as the Taliban facilitator. No shots were fired, and no one was injured.</p>
<p>Afghan and international security forces constantly partner personnel and resources to prevent attacks against civilians and eliminate the Taliban threat by constant pursuit and the promotion of reconciliation.</p>
<p><strong>ISAF Casualties</strong></p>
<p>Two International Security Assistance Force service members were killed and another service member died of wounds in two separate IED strikes in southern Afghanistan yesterday.</p>
<p>It is ISAF policy to defer identification procedures of casualties to the relevant national authorities. The two service members killed were from the United States.</p>

			<content:encoded><![CDATA[<p>Iraqi Security Forces arrested five suspected terrorists today during two joint security operations in Baghdad and Sharqat.</p>
<p>In northeast Baghdad, the 44th Iraqi Army, with U.S. advisors, searched two buildings in search of a Promise Day Brigade terrorist group leader who allegedly coordinates attacks against security forces operating in Iraq.</p>
<p>Based on preliminary questioning conducted at the scene, three individuals are suspected of being Promise Day Brigade associates. The 44th Iraqi Army arrested the suspects without incident.</p>
<p>During a separate security operation near Sharqat, located approximately 100 km northwest of Kirkuk, Iraqi Police and U.S. advisors searched two buildings for a suspected al-Qaeda in Iraq member who has ties to senior leaders within the terrorist group.<br />

Based on incriminating evidence found at the scene, a warranted suspect and his criminal accomplice were arrested without incident.</p>
