Does New Missile Violate INF Treaty?

Russia is denying claims that its new ballistic missile violates the 1987 Intermediate Nuclear Forces treaty. The treaty bans Russia and the United States from any ground-launched missile that has a range of 500 to 5,500 kilometers.

In compliance with the treaty, the United States and Russia dismantled weapons like the SS-20 Scarab, the BGM-109G Gryphon, and the Pershing II missile. According to a report by the Washington Free Beacon, the new Russian missile, the RS-26 Yars M, is a violation of the treaty according to unidentified intelligence officials.

The Russians deny that report, claiming that the missile has a range of over 5,500 kilometers. With this report, is it smart to further downsize the American nuclear arsenal?
