Proposes Gun Rationing In Chicago

Chicago has seen its gun laws get smacked down repeatedly in court, including an end to its ban on handguns in the 2010 case of McDonald v. Chicago. However, Mayor Rahm Emanuel, who has ties to both Bill Clinton and Barack Obama, is not giving up easily.

According to media reports, Emanuel, who also served as a Congressman from the Chicago area, is now pushing for what amounts to a mixture of gun-rationing via a one-gun-a-month scheme, as well as gun-shaming techniques like requiring that every purchase be videotaped. If that is not enough, over 99.5 percent of Chicago would be off-limits to firearm stores, and those that are allowed will find themselves facing onerous mandates. Emanuel’s legislation is in response to a ruling that found a ban on gun stores in the Windy City unconstitutional.

According to a NRA summary, Illinois requires that all gun owners get a Firearms Owners ID, or FOID. The state also had a 72-hour waiting period for handgun purchases, and a 24-hour waiting period for rifles and shotguns. The state has no laws requiring any form of gun rationing, but due to the lack of a firearms preemption law, localities have often been able to pass additional restrictions, including handgun bans that were in effect until 2010.

Illinois laws also ban possession of full-automatic firearms, silencers, and short-barreled rifles and shotguns.
