One thing that everyone could agree on during the health care debate was that some type of reform was necessary. However, that is not the case when it comes to immigration reform. I wonder if the Congress of the United States remembers that in 1986, they passed the Immigration Reform and Control Act (IRCA), also known as the Simpson–Mazzoli Act, and that President Ronald Reagan signed it into law that same year.
