KABUL, Afghanistan – The ISAF commander, Gen. David Petraeus, issued his counterinsurgency guidance to his forces here, Aug. 1, which applies to all operations in Afghanistan.

“Learn and adapt” is the key phrase Petraeus uses in his first written guidance since taking command earlier this month.

This counterinsurgency guidance is used as a means to convey his thoughts, guidance and direction to the force regarding how he expects troops and their leaders to conduct operations here in Afghanistan.

The counterinsurgency guidance calls for getting Afghans involved as active participants in the success of their communities, and continues ISAF’s focus on protecting civilians and operating in a manner that is respectful and mindful of Afghan culture.
