Two Arrests Made in Investigation
By Harold Hutchison

Anti-bomb systems intended to make it more difficult for insurgents to emplace improvised explosive devices were either improperly installed or never put into place at all. The investigation has lead to two arrests so far.

“This case shows so clearly that fraud can kill in Afghanistan. We will find out if contracting officers did not do their job and if that proves to be true and Americans have died, we will hold those individuals accountable,” Special Inspector General for Afghan Reconstruction John Sopko said in a statement to Fox News.

Over the last four years, over $32 million has been awarded in contracts for the systems. The Special Inspector General noted that as many as 2,500 of the devices may have not been installed properly – if they were installed at all.
